- The TOA Reference Codes Document captures the following (but not limited to) information: Program Aid Codes, Program Types, Time Clock Exceptions and Time Clock Exceptions in relation to the Federal TANF Time Clock and the State CalWORKs Time Clock. Updates are triggered by changes to State & Federal Policy and/or Legislation.
